b81269e78b Libraries: Clean up UTF-16 source text paths
Store parser errors, source range filenames, source code filenames,
module source, and Rust parser errors as UTF-16 where they flow back
into JavaScript-visible strings. Keep byte-oriented source buffers
byte-backed.

Remove temporary PrimitiveString, ByteString, and UTF-8 detours from
JSON, RegExp, module debug logging, print formatting, and tests.

b6bef6b688 Libraries: Use UTF-16 for JS-visible runtime strings
Produce JS-visible string results as UTF-16 at their source, including
numeric formatting, BigInt and BigFraction formatting, URI encoding,
console formatting, parser errors, regular expression errors, Intl and
Temporal records, LibUnicode locale boundaries, and LibWeb bindings.

Handle fractional radix formatting through the UTF-16 builder view.

7025dd1fa7 Libraries: Parse JS strings from UTF-16
Thread UTF-16 string input through JSON, script parsing, Date parsing,
Intl option parsing, Temporal parsing, and the helper library boundaries
that feed those parsers. Preserve ASCII fast paths where the source data
is known to be ASCII.

ee37bb5a9c LibJS: Remove primitive string UTF-8 paths
Move the remaining LibJS primitive string users to UTF-16 views and
strings. Remove the primitive string UTF-8 accessors and byte-string
coercion paths so new callers cannot rely on the old storage model.

13969b6bd4 LibJS: Store primitive strings as UTF-16
Keep primitive string storage in Utf16String and remove the UTF-8
storage path from PrimitiveString. ASCII strings still use compact
Utf16String ASCII storage, while UTF-16 becomes the only owned
representation.

bcf7f27a4f LibJS: Use Utf16StringBuilder for JSON and Temporal strings
Build JSON.stringify, Date ISO strings, and Temporal string results with
Utf16StringBuilder when the result is consumed as a JavaScript string.
Keep UTF-8 conversion only at callers that explicitly need bytes outside
LibJS.

595ae25e74 LibJS: Use Utf16StringBuilder for JS string construction
Port straightforward JS string construction sites to Utf16StringBuilder.
Make ASCII appends explicit with append_ascii(), and leave byte-output,
formatted-output, and printer plumbing on StringBuilder where that API
still matches the caller.

Add a small checked JS string length product helper. Use it for
String.prototype.repeat() before constructing the repeated result. Keep
the maximum string length policy in LibJS while allowing the UTF-16
builder to remain purpose-built and infallible. Cover overflow from the
final repeated code-unit length in the repeat tests.

164ed80244 Meta: Enable exit-time destructor warnings for libraries
Enable -Wexit-time-destructors for all in-tree library targets and
update process-lifetime library statics so they no longer register
exit-time destructors. Long-lived caches, lookup tables, singleton
registries, and generated constants now use NeverDestroyed or leaked
references where the data is intended to live until process exit.

Update LibWeb, LibLine, and the binding generators so regenerated
sources follow the same rule instead of reintroducing destructed
statics.

4b1ecbc9df LibJS+LibUnicode: Update icu4x's calendar module to 2.2.0
First: We now pin the icu4x version to an exact number. Minor version
upgrades can result in noisy deprecation warnings and API changes which
cause tests to fail. So let's pin the known-good version exactly.

This patch updates our Rust calendar module to use the new APIs. This
initially caused some test failures due to the new Date::try_new API
(which is the recommended replacement for Date::try_new_from_codes)
having quite a limited year range of +/-9999. So we must use other
APIs (Date::try_from_fields and calendrical_calculations::gregorian)
to avoid these limits.

101fee6cb2 LibJS+LibUnicode: Rename a LibUnicode FFI function for clarity
There will be an extremely similar function that accepts a calendar year
rather than ISO year in a subsequent commit. Rename the ISO year variant
so that they are more distinguishable.

86c8a57794 LibJS+LibUnicode: Use icu4x for Temporal calendar operations
Replace the icu4c-based calendar implementation with one built on the
icu4x Rust crate (icu_calendar).

The icu4c API does not expose the píngqì month-assignment algorithm
used by the Chinese and Dangi lunisolar calendars. Our old code had to
approximate this by walking months via epoch millisecond arithmetic and
manually tracking leap month positions, which produced incorrect month
codes and ordinal month numbers for certain years. The icu4x calendar
crate handles píngqì natively.

With this patch, which is almost a 1-to-1 mapping of ICU invocations, we
pass 100% of all Temporal test262 tests.

The end goal might be to use icu4x for all of our ICU needs. But it does
not yet provide the APIs needed for all ECMA-402 prototypes.

Same as commit f9fa548d43.

These are String from the outset, so this patch is almost entirely just
changing function parameter types. This will allow us to cache calendar
objects in ICU without invoking any extra allocations.

d1ed361239 LibJS: Cache the result of parsing time zone identifiers
The result of parsing an identifier cannot change. It is not cheap to do
so, so let's cache the result.

This is hammered in a few test262 tests. On my machine, this reduces the
runtime of each test/staging/sm/Date/dst-offset-caching-{N}-of-8.js by
0.3 to 0.5 seconds. For example:

dst-offset-caching-1-of-8.js: Reduces from 1.2s -> 0.9s
dst-offset-caching-3-of-8.js: Reduces from 1.5s -> 1.1s
