245b7d74a7 LibGC: Prune weak containers in stop-the-world phase of GC
Move weak container cleanup (remove_dead_cells) out of both
sweep_dead_cells() and start_incremental_sweep() to the place
where it is actually safe to inspect cell state: collect_garbage().

Previously, remove_dead_cells could access cells that had already
been swept and poisoned by ASAN, causing use-after-poison crashes
when a new GC triggered while an incremental sweep was in progress.

ccf178a0e7 LibJS: Account keyed collection storage as external memory
Report Map, WeakMap, and WeakSet entry storage through the GC
external memory hook.

Replace the public values() accessors on WeakMap and WeakSet with
explicit methods so all mutations update external memory accounting.

6dbb59da77 LibJS: Export symbols causing linker errors in various consumers
After LibJS had its symbol exports optimized the targets
js, test-js, test262-runner, test-wasm, and LibWeb began to get linker
errors after the work to add Windows support for test-web and ladybird
targets. These extra JS_API annotations fix all those linker errors.

539a675802 LibJS: Revert Enable EXPLICIT_SYMBOL_EXPORT
This reverts commit c14173f651. We
should only annotate the minimum number of symbols that external
consumers actually use, so I am starting from scratch to do that

f87041bf3a LibGC+Everywhere: Factor out a LibGC from LibJS
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:

 * JS::NonnullGCPtr -> GC::Ref
 * JS::GCPtr -> GC::Ptr
 * JS::HeapFunction -> GC::Function
 * JS::CellImpl -> GC::Cell
 * JS::Handle -> GC::Root

cf27eef583 LibJS: Move WeakContainer into the Heap folder
While this is used in the implementation of Runtime objects itself, Heap
seems like a more appropriate home. This will also help in factoring out
the GC implementation into it's own library as the heap explicitly has
knowledge of WeakContainer.
